Public-Private Partnership (PPP) Unit
1. ABOUT THE UNIT
The Public Private Partnership (PPP) Unit is a new specialized unit created under the office of the Director General/Chief Executive Officer in July 2025. It was created to pursue the implementation of the Agency’s vision captured in the Strategic Roadmap and Action Plan (SRAP 2.0), making no presumptions about the relative efficiency or effectiveness of the private sector in the delivery of projects and programmes.
The PPP Unit acts as a central point for identifying, structuring, and implementing PPP projects/programmes. The unit focuses on developing, managing, and overseeing partnerships between NITDA and private sector while ensuring alignment with the strategic objectives of the Agency.
2. STRATEGIC OBJECTIVE
- Implement PPP models supporting the NITDA Strategic Roadmap and Action Plan 2024 – 2027 (SRAP 2.0);
- Ensure sustainability, transparency, and inclusiveness in PPP projects and programmes;
- Foster collaboration and promote investment in development of IT infastructure across key sectors of the Nigerian economy;
- Foster a thriving innovation ecosystem by enabling private-sector partnerships that scale tech hubs, accelerate startups, and expand digital literacy initiatives nationwide.
3. GENERAL FUNCTIONS
- Coordinate, in collaboration with relevant departments, the identification, prioritisation, selection, and development of NITDA’s pipeline of PPP projects in compliance with the ICRC Act, 2005, National PPP Policy (N4P), and applicable PPP Regulations and Guidelines.
- Facilitate the assessment of the policy, legal, and institutional environment necessary to enable effective private sector participation in infrastructure and service delivery through PPP, working closely with relevant internal units and external stakeholders.
- Assess the status and performance of critical infrastructure and the development and regular update of an in-house directory of all assets belonging to NITDA.
- Prepare annual PPP budget and work plan, in collaboration with relevant departments.
- Review of OBC for Solicited and Unsolicited Proposals, FBC, Project Information Memorandum (PIM), Request for Qualification (RfQ), the RfQ Notice, Request for Proposal (RfP), draft PPP/Concession Agreement and other necessary technical and financial evaluations prior to submission of transaction documents to the ICRC for review and compliance certification.
- Support the negotiation of PPP contract terms and conditions and monitor contract implementation to ensure all parties comply with agreed obligations.
- Monitor performance of PPP projects during implementation by preparing periodic Monitoring and Evaluation (M&E) reports for internal use and reporting to the ICRC.
- Coordinate NITDA’s PPP programmes such as mobilisation of stakeholder engagement, enhancing awareness, stimulating interest, and securing stakeholder buy-in from the conceptualisation stage of the project through implementation.
- Advise and provide necessary secretarial support to the Project Approval Board (PAB).
- Organise continuous training and workshops to strengthen internal PPP capacity in collaboration with the Nigeria Institute of Infrastructure & Public Private Partnership (NII3P).
- Liaise with the ICRC on conceptualisation, appraisal, negotiation, and implementation of PPP projects to obtain necessary regulatory advice and guidance.
- Ensure the Hand-Back process is achieved in accordance with contractual terms and conditions.
- Undertake any other assignments relevant to the functions of the Unit as directed by the Director General/Chief Executive Officer of the Agency.
