Mr Bernard Ewah

Mr Bernard Ewah is the acting director, e-Government Development and Regulation at the National Information Technology Development Agency, NITDA. His practice area is at the interception of tech policy and public service innovation. Bernard’s professional career spans the fields of accounting, banking, techpreneurship and IT consulting. Bernard is an alum of the Public Leadership Credential program of the Harvard Kennedy School of Government, the University of Nigeria, Nsukka and the Sawyer Business School’s Public Service Institute at Suffolk University, Boston, MA, USA.
Before joining NITDA in 2015, Bernard was the Founder/Chief Executive Officer at keoun Technologies Limited, Nigeria’s pioneer Mobile Big Data company, CEO at WinterHill Consulting Inc. a Boston, Massachusetts-based tech policy advisory firm and MD/CEO of NnicheIT. He is passionate about the role of civic technology in enabling high-impact public policies and programs and improves opportunities for citizens. This started in 2001 when he retired from banking to found the NIIT Computer Education Centre, Abuja reputed to have been an early contributor to the emergence of Nigeria’s current ICT industry.
A strong believer in public service as a responsibility of all citizens including non-public office holders, Bernard is a mentor at Digizens Collaborative Initiative, a civic-tech non-profit organization which he founded in 2018 to create smart solutions to common challenges facing urban residents and communities. A recent example is a solution for improving access to decent and high-quality artisanal jobs and services.
Bernard’s long history in public service includes stints at the Massachusetts Institute of Technology (MIT) Public Service Centre, board member, Community Action Agency of Somerville, member, Head Start Policy Advisory Council and member, Michael Capuano Early Childhood School’s Strategic Advisory Committee. As a member of the UN Expert Committee on Big Data and Data Science since 2018, Bernard contributes to the global agenda on the use of big data for official statistics and to promote sustainable development. At the national level, Bernard is the lead member of the National Technical Working Group on Mobile Big Data.
